What Is Holding Governments Back?

After the publication of the Agentic State vision paper, we started exploring with governments how to move from vision to deployment. Excitement is high but the blockers are real.

We spent months in dialogue with public sector leaders across every continent, from Australia to Brazil, Ghana to Japan, Ukraine to the US, to understand what is actually holding them back.

The answer: seven consistent gaps. Use-case prioritisation, reference architectures, standards and interoperability, model benchmarks, operational governance frameworks, ROI and funding, and organisation and talent.

Together they point to a missing transition infrastructure — the shared building blocks, some of them global public goods, that would let governments move from curiosity to deployment, and let learning compound across countries instead of resetting every time.
