Launching the Observatory on the Agentic State

Agentic AI is entering government faster than anyone can track. Pilots launch, strategies are published, procurements close, and most of it is reported in local news, in local languages, and then forgotten. That knowledge is lost when it could help governments and researchers learn and prepare for what is coming. So, what is actually happening, and where?

Over the summer, we built an internal tool to track the global diffusion of the Agentic State. Now, we’re sharing it with the world.

Every night, a pipeline of AI agents reads hundreds of news articles, official announcements and government documents in six languages, identifies what is in scope, and adds it to a public database. Each initiative is classified by country, by type (deployment, strategy, regulation or procurement) and by the 12 layers of the Agentic State framework, with a summary, the technology involved and links to the original sources. Entries are assessed by AI and may contain errors, so corrections are welcome.

The Observatory already holds over 500 initiatives across 60 countries. As the record grows, it will show patterns invisible from inside any single government. The first figures already deserve attention. Two thirds of initiatives are deployments, ahead of strategies, regulations and procurements. Seven in ten touch government workflows, while public finance and data and privacy are barely reached yet. The United States accounts for a third of the record, but the remaining two thirds span 63 other countries and the EU, with South Korea, the UAE, the UK and India most active. Over 40 new initiatives are added every week.

The Observatory gives visibility to work that would otherwise stay in local news, often outside the English-language press. It lets governments learn from each other’s deployments, incidents and safeguards before they face the same decisions themselves, and helps them to prepare for the transition ahead, the most significant one in decades.
