Launch of the Vision Paper at Tallinn Digital Summit 2025

The arrival of agentic AI represents the most significant disruption to how governments work since the rise of the modern state. Governments worldwide have consistently lagged in technology adoption, creating efficiency gaps and mounting citizen frustration. Agentic AI, which is being adopted by industry leaders at unprecedented pace, stands to further widen this gap unless governments up their game.
Today at the Tallinn Digital Summit 2025, Luukas Ilves and Manuel Kilian presented the Vision Paper The Agentic State: Rethinking Government for the Era of Agentic AI. The paper, developed with contributions from over 20 global digital government leaders, including Ukraine's First Deputy Prime Minister Mykhailo Fedorov, former U.S. Deputy Chief Technology Officer Jennifer Pahlka, and Estonia's Minister for Justice and Digital Affairs Liisa Pakosta, presents a comprehensive framework for how agentic AI will transform twelve core functions of government.
“Our mission is clear”, says Luukas Ilves, former Chief Information Officer of the Government of Estonia. “Accelerate the adoption of Agentic AI by governments in the service of the public good.”
“The caliber of leaders who shaped this Vision Paper — from countries that have actually delivered digital transformation — signals a new chapter in international cooperation on government transformation” says Manuel Kilian, Managing Director of the Global Government Technology Centre Berlin. “This paper is just the starting point for a longer term and continuous effort.”
Initiated with the support of the World Bank and Global Government Technology Centre Berlin, the publication of the paper marks the beginning of a global action platform to support governments and public administration in the transition to agentic government.
